Mr John Redwood (Wokingham) (Con): There have been many powerful speeches already rightly saying that this debate is about democracy. Democracy is fundamental to the House—the mother of Parliaments, an example to the world—which has been through a bad time. It has been humbled by its failure to listen carefully enough to the people and because too many powers of self-government have been needlessly given away to Brussels. The people not only want us to listen, to have this great debate and to have a free vote to
express their opinions and views, but would like to feel that the people in this House, charged with the duty of governing, have the power to govern. They believe that the Government should come here and answer to us and that we, from both sides of the House, should hold them to account. If they do a good job, the public reward them in a general election, and if they do a bad job, they sack them.However,whatwe nowsee happening, because there is too much unaccountable European power, is the breakdown of the fabric of consent that is
fundamental to a democracy.
If hon. Members were to go to Greece today, they would see what happens when that consent starts to break down. Rich Greeks nowthink that theirGovernment
have no right to tax them because they are on autopilot from Europe and they do not like what it is doing, and poor Greeks think that the Government have no right
to remove some of their benefits because they think, again, that they are on autopilot from Brussels. In Portugal, Ireland or Slovakia, we see that the European
mess can change Governments—regardless, almost, of what the people think—but that when the people put in a new Government, it makes absolutely no difference to the policy that the country is following, because it is all on autopilot and has been preordained by the IMF, the bankers and, above all, the EUbureaucrats and assembled member states.
We need to ensure that we—those of us with a heart and a conscience—send a loud message to our constituents tonight that we are democrats, that we think that the public were right to demand this debate, that we admire the Prime Minister for making it possible through the petition system and that we would like the Whips to
withdraw so that a proper expression of opinion can be given. We want our Government to understand that if too many powers are taken away, we will no longer have the authority or opportunity to govern. Already, we have to say too often to our constituents, “I cannot help you with that because it is a European directive. I cannot assist you with this because it is an unaccountable European programme.” We can no longer change the law in the way that we wish because it is preordained by some Brussels decision.
This House was great when every law that applied to the British people was fought over in this Chamber and in Committee and satisfied the needs of the majority.
This House was great when the public knew that when they had had enough of rotten Government, they could change not just the people, but the policies they were following. This House was great when it had full control of all our money and did not have to give away tariffs and taxes to foreign powers to spend in ways of which we do not approve. We need to wake up. We need to do what the British people want us to do. We need to take responsibility for governing this country. We need to enact the laws. We need to debate and argue about it in here. Brussels has too much power. The British people need a say. Let us have a vote.

Austin Mitchell (Great Grimsby) (Lab): I shall be voting for the motion tonight because I do not want to be part of what has become a three-party conspiracy
against the people. It is an abomination of democracy that the three parties, all of which have promised referendums and then denied the people those referendums
andwhich are nowforcing us to vote against a referendum, decided to impose three-lineWhips on their followers to vote for Europe. It is behaving like Europeans.
The EU is the construction of an EU elite that does not listen to the people: it knows where it wants to go, and it is not bothered what the people think. We cannot have that attitude in this country.
We have to show the people that they can have a referendum. When we had a referendum 36 years ago, people voted for a very different institution—for a
trading relationship—but it has now become a European monolith with ever-increasing powers. It is moving towards ever-closer union and is claiming to control economic policy as well. It is a very different institution and far more expensive. Budget contributions are £7 billion net a year, rising to £10 billion fairly soon. The CAP costs us £16.7 billion while the common fisheries policy costs
us £4.7 billion. The British people must have a say on whether they want to make those excessive contributions.
Why should the three parties be denying them? It would have been sensible for all three parties to agree to give us a free vote so that we could hear the sensible, clear, un-Whipped decision of Parliament. That might well have been in favour of a referendum, but I do not know. It would also have been sensible for the Government to have had a referendum in reserve because itwould have strengthened their position in the negotiations with Europe that the Foreign Secretary told us were to come, but they avoided that. I cannot tell how this euro
crisis, which is bedevilling us all, will work out—nor can the Prime Minister for that matter—but I question whether it is in our interest to keep the euro going. It
would be more sensible for Greece to devalue and come out, and perhaps for some of the other Club Med states to do the same, because it would allow them to expand and grow, whereas at present they face 10 years of deflation. That would also put up the exchange rate of the German—or northern—euro, so that itwould become less competitive and take a smaller share of our markets.
That would be a logical outcome. We are going to struggle to use the big bazooka, as the Prime Minister put it, to keep Humpty Dumpty together—I am not sure how we would do that—but we have to bear it in mind that the people of Europe also
want referendums. There are a series of policy studies based on the 2009 referendum showing that in Europe, 63% of people—from a sample of 27,000—wanted any future decisions to be taken by a referendum. This has
been an interesting debate. It has been interesting how little praise for Europe there has been. It was interesting, too, that the Foreign Secretary defended Europe by praising with faint damns and turned down the weapon that the House was offering. I hope that we have tonight a big vote in favour of the motion. It would send a signal to Europe of what the people of this country think—not the elite, but the people—and would send asignal to the people that they can trust us and that we have their interests at heart.

Elected MPs are the only voters on 27th October able to affect the ongoing subjugation of the UK by the non-democratic European Union.
As Britain's democracy has been almost entirely destroyed - most MPs, in pursuit of their political careers, will most likely tend to put the interests of the EU (where they no doubt see their future paymasters principally based) well ahead of the interests of their present Westminster orientated constituents.
British voters therefore have only the period between now and the vote on 27th October to convince their own MP, that voting against offering the public a referendum on Britain's continued EU membership, will cost them YOUR vote in YOUR constituency at coming elections.
PLEDGE TO SWAMP YOUR CONSTITUENCY WITH FLYERS DETAILING THEIR VOTE DURING ALL FUTURE ELECTION CAMPAIGNS!
As the EU grows ever less popular, ever more expensive and ever more restrictive - THUS EVER MORE HATED - their chances of re-election, if voting against a referendum on 27th October 2011, will grow less and less each passing year!

David Cameron's real persona is thus the obvious contender for this weekend's SUITF....a new feature here that I at least am beginning to enjoy writing. He is an empty till, ready and willing to ring up a sale of anything to anyone. He is youthful and baby faced. He is Dorian Gray - and somewhere, alone in the attic of 10 Downing Street now that Mrs Brownchester has been set free, is a creepy-crawly painting of the oily toff who somehow lucked into the leadership of the Conservative Party.
But if you find the use of the diabolical Dorian to be unfair and/or over the top as a parallel, ask yourself this: what would David Cameron privately not approve of? Coke snorting? Phone hacking? Leaving a mentally ill PM in office in order to have an easy task in a future election? Chucking pot plants out of Oxford windows? Insider trading? The taking and raping of Turkish democracy? Working with Gaddafi's intelligence loons?
Either way, I'm making an appeal to all readers: this relatively quiet Sunday evening before cold market reality finally hits us at the end of summer, please do all you can to get #DorianGraymoron trending on Twitter.

We are looking at creating our own British Bill of Rights. We are going to fight in Europe for changes to the way the European Court works and we will fight to ensure people understand the real scope of these rights and do not use them as cover for rules or excuses that fly in the face of common sense.

Watch the man himself, see the venom - the thirst for vengeance - from last evening's Channel 4 news debate on jail sentences for the looters in last week's riots - or is his reaction and body language an indication of fear?
All that from a politician whose main accomplishment has been to saddle the nation with George Osborne MP as Chancellor of the Exchequer, who even yesterday was happily justifying Britain's economy being subject to rule by the 17 ex-nations of the Euro Group under the control of a Belgian. Watch him from here on Sky News and read of his record as Chancellor from here.
But this posting is not about Osborne, it is about Michael Howard, this same Michael Howard who in the Daily Telegraph revealed scandal over MPs theft of public funds from the British taxpayers, (known as the 'expenses scandal') was revealed to have claimed £17,000 on woodland management costs, read here.
On top of that, as further revealed by the same paper on the following day, read here, he was able to defray some £44,000 of his party's constituency office expenses, thanks to holding the elected position of MP.
Note how often Howard refers to fear! What else does his past still contain that in spite of sitting pretty in the House of Lords, he seems so uncomfortable in his own skin? Is it that he continues on the public pay roll, in spite of his record of practically zero accomplishments during an entire life's career!

Ex News of the World columnist defends Coulson's Chequers invite!
Well he would, would he not, see The Indpendent, this morning, here, from which this classic quote:
Mr Hague said he was not embarrassed "in any way" by the Government's relationship with News International executives and defended the Prime Minister's decision to entertain Mr Coulson, the former News of the World editor, at his Buckinghamshire retreat in March.
Hague used his column I recall, during the Michael Howard election campaign to plead pressure of otherwork other lucrative commitments, as an excuse for not then campaigning. So much for this individuals concern for either country or party!

The Prime Minister is facing mounting demands to come clean about a dinner he had with News International chief Rebekah Brooks over Christmas.
Just days before the dinner, the PM had stripped Business Secretary Vince Cable of his responsibility for scrutinising the BSkyB bid and given it to Culture Secretary Jeremy Hunt, a cheer leader for Mr Murdoch.
Although the PM promised “greater transparency”, his spokeswoman refused to say whether the BSkyB bid was discussed at the dinner, and added: “It was a private engagement.”

Italy reported to be seeking Bail Out by Die Welt
Britain needs to be preparing for the coming economic tsunami by appointing a Prime Minister of probity NOW! Just as I have been blogging all weekend, here on this blog, on Ironies Too and on Orphans of Liberty.
If Italy goes, read here, so too does the EU!
IDS is one of the few in Cabinet with the right to take over the Tory Party and the track record to show he knows from whence the greatest dange comes!
Von Rompuy has called a meeting of the unelected leeches at the top of the EU, it is not now their concern for they are the ones who have created the wreck!

My posting on this blog from Saturday 12th November 2005, when I first twigged there was something peculiar about the selective leaking of MP voting intentions and Opinion Polling on the Conservative Party leadership election, which put Cameron in charge, to face eventual and well predicted election defeat, is repeated in full below, as it is clearly time for the grass root Conservative Party members to recall how they were delivered into his hands!

Tories heading for oblivion?
If the headline article in the online edition of the Daily Telegraph is to be believed the Conservative Party is doomed as David Cameron, the media darling who will become its mauled and mangled victim by the next General Election were he to become Party Leader, is reported to have opened an early and large lead over rival David Davis in the leadership contest.
Such are the results of a YouGov poll which has been so manipulatively reported as to condemn the Telegraph to the lowest possible level of even present day journalism. The report may be read from this link.
To try to grasp the degree of distortion it is necessary to recall the basis on which YouGov polls. Anybody can join YouGov and participate in those polls as they may wish. Is it really likely as the report seems to imply that one third of those conservative party members who have already voted are signed up as YouGov contributors. Unlike most polls published as far as I can find there is nowhere any reference to the size of the sample. Just how many conservative party members who have already voted could have been polled - it must be an incredibly small number unless there was some collusion or identification of names of those who had voted from party sources, any names thus provided could then well have been tilted towards the results desired by the Telegraph group owners and editors and/or the party establishment.
Evidence of the desired outcome of the senior party hierarchy comes later in the same report which states:

The Gaderene rush to support the dubious, media reported front-runner by sitting MPs and their European counterparts is understandable when looking at the calibre and motives of the present elected party and remembering that were Cameron to win at only 39 years of age and given his apparent lack of policies and therefore presumably either character or principles, future advancement within the party is likely to be lost pretty much forever as far as the present entire elected members are concerned.
The Gaderene rush to support the dubious, media reported front-runner by sitting MPs and their European counterparts is understandable when looking at the calibre and motives of the present elected party and remembering that were Cameron to win at only 39 years of age and given his apparent lack of policies and therefore presumably either character or principles, future advancement within the party is likely to be lost pretty much forever as far as the present entire elected members are concerned.
The announcement by the comparatively youthful Owen Paterson MP for David Davis is particularly commendable in this regard.
This blog quite correctly predicted the outcome of a Michael Howard leadership takeover - I feel equally certain that if the Tories go for Cameron then it will be the end of their party. How best to then restore decency and democracy to British politics will then become an even trickier problem.

Re-instate Iain Duncan Smith
Further to my post of this morning calling for Iain Duncan Smith to be re-instated as leader of the party, linked here, it seems worthwhile reminding ourselves of the calibre of the man by repeating some earlier posts from this blog.
The first in this series is an attack he launched on the degradation our politics by the cosying up of politicians of all parties to the tabloid press, and the lowering in standards across society as a whole by the free reign Blair provided Alistair Campbell. Read it in full herewith:

IDS on the Attack
A strong attack came from the Tory leader today in the Independent on Sunday, titled "End the culture of deceit" , linked here. (Link repaired 8th July 2011).
According to a summary at the beginning Iain Duncan Smith quite correctly believes and states:-
The real problem with the last six years is that Labour hasn't just ruined its reputation, it has poisoned the whole of politics
Which is exactly what we have been arguing for many months on our sister blog Ironies and elswhere.
However, it is not just the deceit and the control and the inefficiences of the Blair government, all of which IDS adequately covers; it is the very quality of debate in public life that has been devalued by Campbell's thuggish approach to the media. This in turn, as I have unhappily witnessed during infrequent visits, has permeated through society so that not just on the roads or in crowded public places, but even within families or closer circles there is sometimes a harsh and badgering tone to routine daily or mundane exchanges.
I hope that with the passing of Campbell, soon to be followed (it is deeply wished) by Blair and the rest of his truly woefully awful cabinet and administration, some degree of courtesy might be restored if not to politics than at least to the broader British society.
In the penultimate paragraph of his comment the Leader of the Opposition says the following:-
At the next general election the British people won't vote for politicians whose only plea is for them to be trusted with even more power. They don't want another know-all government that promises the earth but delivers nothing. They want a government that is ready to pass Whitehall's power to local communities and to the doctors, teachers and police officers who serve them.
They also want an honest government, and the problem for the Tories as the natural successors to Blair, is that their political party is stained by the same brush as he correctly identifies colours the problems of New Labour.
British Democracy depends upon the party system to function, all parties are now rightly held in such contempt that one must wonder how any can win. That seems to be the challenge for IDS, can all traces of the Major mal-administration be completely purged so that they might just be mostly forgotten?
In my view, with Europe entering a period of almost certain, deep and seemingly incurable economic crisis a re-positioning on that critical policy matter, that impinges on all others even those he chooses to prioritise namely health, education and law and order, would seem the most attractive way of distancing himself from the disastrous policies of his Conservative predecessor. More rigorous sidelining of the remaining Major euro-federalists within the party and more robust policies towards the EU, if adopted now, might well pay dividends subject for once to both being sincerely meant and subsequently followed through.

The real problem with the last six years is that Labour hasn't just ruined its reputation, it has poisoned the whole of politics
Which is exactly what we have been arguing for many months on our sister blog Ironies and elswhere.
However, it is not just the deceit and the control and the inefficiences of the Blair government, all of which IDS adequately covers; it is the very quality of debate in public life that has been devalued by Campbell's thuggish approach to the media. This in turn, as I have unhappily witnessed during infrequent visits, has permeated through society so that not just on the roads or in crowded public places, but even within families or closer circles there is sometimes a harsh and badgering tone to routine daily or mundane exchanges.
I hope that with the passing of Campbell, soon to be followed (it is deeply wished) by Blair and the rest of his truly woefully awful cabinet and administration, some degree of courtesy might be restored if not to politics than at least to the broader British society.
In the penultimate paragraph of his comment the Leader of the Opposition says the following:-
At the next general election the British people won't vote for politicians whose only plea is for them to be trusted with even more power. They don't want another know-all government that promises the earth but delivers nothing. They want a government that is ready to pass Whitehall's power to local communities and to the doctors, teachers and police officers who serve them.
They also want an honest government, and the problem for the Tories as the natural successors to Blair, is that their political party is stained by the same brush as he correctly identifies colours the problems of New Labour.
British Democracy depends upon the party system to function, all parties are now rightly held in such contempt that one must wonder how any can win. That seems to be the challenge for IDS, can all traces of the Major mal-administration be completely purged so that they might just be mostly forgotten?
In my view, with Europe entering a period of almost certain, deep and seemingly incurable economic crisis a re-positioning on that critical policy matter, that impinges on all others even those he chooses to prioritise namely health, education and law and order, would seem the most attractive way of distancing himself from the disastrous policies of his Conservative predecessor. More rigorous sidelining of the remaining Major euro-federalists within the party and more robust policies towards the EU, if adopted now, might well pay dividends subject for once to both being sincerely meant and subsequently followed through.

The moral and political case for IDS to resume his Conservative Party leadership.
David Cameron has lost the moral and political authority to continue to lead the country. Ridding the nation of this encumbrance to sound policies and morally based judgements ,and therefore it follows, optimum national survival during the rapidly approaching, world economic tsunami, cannot be delayed for much longer.
The first point that must be dealt with to achieve the National Government (which I believe is becoming the sole recourse,) with the authority to take the urgent decisions to protect the incomes and welfare of Britain’s population, must be taken within the Conservative Party. In calmer times the trashing of our three most recent Prime Ministers by the Murdoch empire could be given time to play out through the process of police enquiries, judicial reviews and the complicated inner politics and leadership election procedures of the Conservative Party, which holds the greatest number of seats in Parliament, from which flows the ability to select an individual to lead the country which other party MPs then have the right to accept or reject.
Iain Duncan Smith was the last leader of the Tory Party to be elected under the system of election introduced by William Hague. The coronation of Michael Howard, followed by the hugely suspect procedures which resulted in David Cameron arriving at the head of the party, are both covered in great detail on my blog Teetering Tories on a day to day basis at the time of each process. In my view, given all the circumstances as there detailed, IDS has the absolute moral right to to justify the party leadership being returned to him at this difficult moment, for just as long as the coming World Economic collapse continues, and while he can gain the necessary support from the Labour and Liberal Democrats party, whom I would suggest he invites to form a National Government, just as in war time, which the coming months seem likely to resemble.
So much for the moral case. What of the politics?
As I pointed out on these pages earlier this week, eight years ago IDS identified the dangers to our country from the European union, and was subsequently removed from the leadership of his party for his pains. Just as happened to Margaret Thatcher before him. Thatcher and IDS have both been proved entirely correct in all their warnings. Nobody in the Conservative Party, other perhaps than Ken Clarke and a few other EU fanatics, could today argue with that obvious fact.
David Cameron has failed politically. He apparently sacrificed his probity to News International, in order to gain election against the least popular and thoroughly tainted party in recent modern history. He failed! Popular opinion had it, that IDS was ruthlessly dumped following being smeared in the media, because he was considered unelectable. He could hardly have done worse than Howard and Cameron. The crisis that is about to engulf us comes from the EU. Cameron on his record since becoming PM, has proved himself unable to stand up to this monstrous and wealth destroying, oppressive and totalitarian, Construct; which is today slowly consuming itself and the wealth of its membership, to no point!
The founding by IDS of the Centre for Social Justice and his work as Secretary of State for Work and Pensions add tremendously to this upright man's political qualifications for leading the nation, where the pain will inevitably initially be felt most strongly by the poorer members of society!

Cameron's EU Interview with the Spectator.
The Conservative Home web site has a report of an interview between David Cameron and The Speccie, linked here. I particularly laughed over the following quotes:
DC.....To them the euro is absolutely central to their vision of their membership of Europe — and they will, I think, do pretty much anything to make that work.’"
A bit like Cameron & Andy Coulson in shameless pursuit of election, or indeed, of the News of the World under Coulson's editorship in pursuit of a story!
How about this opening from the man whose Government has automatically rubber-stamped more EU powers into the UK Law, than ever previously witnessed:
"‘No one in Britain, however sceptical they are about the euro — and they don’t come much more sceptical than me —....'"
But wait, the worst comes at the end of thepiece on the craven Conservative Home blog's posting:
Or, as he puts it in a slow and deliberate way, ‘There will be opportunities for Britain to maximise what we want in terms of our engagement with Europe.’"
Yeah! Like being out of the EPP by Christmas, or giving the people a referendum on the Lisbon Treaty. This man is a perfect specimen of "News International Man" and to coin a phrase " - they don't come much lower than that - "
Or, on second thoughts, perhaps they do - as Rebekah has still not resigned!
